GENERAL SUMMARY:
Responsible for developing and leading transportation planning studies for rail capital projects including light-rail, commuter rail and streetcar. Position will overseeing the activities of consultants engaged in planning studies and capital projects; rail and bus (passenger) facilities planning and implementation; corridor development and environmental analysis; financial planning and capital programming; grant development; and long-range system planning.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Develops and leads planning studies and programs, station area planning; capital facilities; environmental analyses and long range system planning.
  2. Identifies and develops grant proposals and supports the implementation of grant initiatives.
  3. Oversees, checks work of, and instructs consultants on assigned projects. Monitors performance of work to assure compliance with project objectives. Provides interface between planning contractors and DART.
  4. Develops, administers, and finalizes multiple projects with minimal supervision. Identifies and resolves complex problems and opportunities within the development process.
  5. Assures coordination with regional planning efforts.
  6. Prepares a variety of analytical reports, studies, documents, and presentations.
  7. Performs other duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelors degree from an accredited college or university in Planning, Business Administration, Engineering or a related field.
  2. Five (5) years land use and/or transportation planning experience to include engineering plan review; knowledge of land development process and environmental reviews; and GIS data collection and review.
  3. Knowledge and experience with coordinating planning activities between various jurisdictions, multiple departments and disciplines, federal transit programs and standard long-range transportation planning practices.
  4. Proficiency with software applications to include word processing, database, spreadsheet and personal computer and established telecommunications equipment.
  5. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
  6. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

  11. Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Breaks down work into the process steps. Develops schedules and task/people assignments. Anticipates and adjusts for problems and roadblocks. Measures performance against goals. Evaluates results.
  12. Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.
