GENERAL SUMMARY
 
Under the general direction of the Assistant Vice President, Business Services, administers airport-wide energy management programs including: professional energy analysis of Airport Board building and tenant facilities; strategic planning for energy sourcing, consumption and costs; analysis and feasibility studies relative to energy utilization, commodity trading and sourcing strategies; evaluation and negotiation of supply arrangements; evaluation of operating processes as they impact effective and efficient energy utilization; and serves as the  liaison between the Airport community and local electrical and natural gas utilities.  Work involves the independent application of engineering and business principles. 
 
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Develops and administers strategic energy initiatives and programs relating to energy management and for reducing energy consumption and/or associated costs in Airport Board and airport tenant facilities.
- Provides data and project coordination for consultant feasibility studies and ongoing projects relative to energy resources and strategies.
- Formulates and recommends new operating procedures to reduce energy consumption and/or resource costs; evaluates and assures compliance by Airport Board and tenants.
- Researches alternative energy sourcing, evaluates energy rate structures and negotiates with energy commodity representatives to reduce Board and tenant energy-related costs.
- Researches current regulatory agency and commercial energy-related incentive and cost reduction programs, evaluates programs as may be applicable to Airport Board and tenant facilities, develops and recommends strategies to benefit from available programs.
- Provides training to all Board and customers involved in the installation, opera­tion and maintenance of energy-consuming systems.
- Supports the aviation industry's energy efforts on behalf of the Assistant Vice President, Energy & Infrastructure, through the analysis and maintenance of energy usage and cost avoidance data, making projections and providing reports.
- Acts as a Board public relations representative in communicating the Board's Energy Management Program through publication of brochures, speaking engage­ments and responding to telephone inquiries.
- Monitors computer generated energy consumption, operations and production data; coordinates system needs with staff.
- Prepares energy-related operating and capital budgets.Monitors energy-related expenditures according to budget.
- Assists Board and customer staff’s in the design and execution of plans for system modifications and additions as they relate to strategic energy management and conservation.
- Evaluates state-of-the-art energy saving devices and provides cost/benefit studies and recommendations regarding the use or installation of these devices.
- Monitors the performance of Energy & Utilities Services energy management systems and coordinates appropriate maintenance requirements.
- Selects, trains, supervises and evaluates subordinate employees.
- Maintains system of current records, drawings and planned maintenance documentation.
- Coordinate on-Airport electrical and natural gas utility operations, including new construction, relocations, and maintenance operations.
 
MINIMUM REQUIREMENTS
- Bachelor's degree in engineering from an accredited university.
- Five (5) years of increasingly responsible experience in industrial and/or facilities energy management, commercial and/or industrial thermal energy or energy-related project management.
- Two (2) years of supervisory experience.
- Any equivalent combination of education and/or experience may be substituted for the above.
- Possession of a valid Class C driver's license.
 
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the analysis, design and operation of large district energy systems.
- Knowledge and expertise in the evaluation and negotiation of energy supply arrangements in deregulated energy markets.
- Knowledge of the trading of gas and electric commodities in a deregulated energy market and risk management techniques.
- Knowledge and expertise in evaluating alternative energy related sourcing strategies.
- Knowledge of alternative financing methods, strategies and incentive programs related to energy projects.
- Knowledge of energy management systems, automatic controls and related instrumentation.
- Knowledge and expertise in electric and natural gas utility infrastructure.
- Skill in the analysis of data pertaining to energy production, distribution, consumption, cost and utilization.
- Ability to manage, motivate and evaluate the work of subordinates.
- Ability to evaluate and estimate time, cost and materials requirements for construction and maintenance projects.
- Ability to interpret plans and specifications for buildings and facilities.
- Ability to understand and utilize computer systems.
- Ability to gather, analyze and evaluate facts to prepare and present concise oral and written reports.
- Ability to communicate clearly and effectively, both orally and in writing, and to establish and maintain effective internal and external working relationships.
- Ability to make independent judgments.
- Ability to understand and follow complex oral and written instructions.
 
SPECIAL REQUIREMENT
- This is a designated Essential Employee position as defined in DFW Airport’s Categories and Classifications Administrative Policy and Procedure. An essential employee is one whose attendance is required to maintain airport operations during an emergency or inclement weather situation.
 
DESIRABLE
- Formal certification in Energy Management or Procurement.
- Valid Texas registration as a Professional Engineer.
