GENERAL SUMMARY 
Under general direction of the Vice President of Information Technology Services (ITS), establishes and maintains an enterprise-wide vision, strategy, architecture and programs, ensuring the information assets are appropriately protected. Responsible for ensuring the confidentiality, integrity and availability of DFW’s information, data assets and IT services as well as protecting them against unauthorized access, modification, disclosure and destruction. Provides oversight, direction and support to achieve and maintain regulatory compliance. Leads a team in functions of program management, architecture and analysis, security engineering and monitoring.
 
PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Collaborates with DFW teams on information security issues relating to passenger, corporate and employee data.
  • Develops and implements information security standards and procedures; provides information on security policies and practices to employees, including training.
  • Supervises the internal security team which monitors and implements compliance with information security policies and procedures among employees, contractors and other third parties, by:
    • Reviewing network and application logs for access violations,
    • Monitoring security access and internal control systems to ensure that appropriate information access levels (e.g. segregation of duties) are maintained,
    • Reviewing security settings for Airport systems to ensure that they are properly configured,
    • Reviewing for security breaches, taking appropriate action to minimize harm, investigating breaches, and making recommendations to management for corrective action, coordinating with law enforcement, if necessary,
    • Reviewing the security features of existing and new computing systems to ensure that they meet the Airport’s security needs and the security requirements in existing policies.
  • Reviews proposed new systems during the proposal process, the contracting process and during implementation to ensure that proper security and business continuity provisions are in place (includes application systems, wireless, Internet, network VPN, firewalls, etc.).
  • Performs budget analysis as it relates to security and business continuity planning.
  • In coordination with key personnel, develops and implements the disaster/business continuity, physical security, and backup and recovery plans for information systems.Tests and revises plans, as necessary, to ensure data integrity, confidentiality and availability.
  • Coordinates information technology response to emergency situations; coordinates the Airport’s response to information system attacks; coordinates the assessment of computer systems and network security risks.
  • Performs risk analyses and threat assessments for information systems, as they relate to security, privacy and business continuity issues.
  • Reports to management on the status of security compliance.
  • Reviews Airport systems, including process control systems, for compliance with security, intellectual property, and privacy law requirements, including PCI, and HIPAA.
  • Revises the security program, as necessary, to comply with changes in laws and regulations and as necessary, because of changes in business operations and the overall security climate.
  • Works with outside consultants, as appropriate, for independent security audits.
  • Identifies key security initiatives and standards (virus protection, security monitoring, intrusion detection, access control to facilities and remote access policies).
  • Serves as an internal information security consultant to the organization, monitoring advancements in information security technologies.
 
MINIMUM REQUIREMENTS
  • Bachelor’s degree in computer science, engineering, business or public administration, or a related field.
  • Five (5) years of progressively responsible professional experience in technology security.
  • Five (5) years of direct supervisory experience.
  • Four (4) year degree requirement may be substituted by additional related experience on a year-for-year basis.
  • Possession of a valid Class C driver’s license.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of the principles and practices of business or public administration.
  • Knowledge of and experience in information systems design, development, implementation and support methodologies.
  • .Knowledge of current computer technology, technological development and trends.
  • Skill in the supervision, motivation, and direction of technical and non-technical personnel.
  • Ability to analyze department goals and objectives and develop solutions/recommendations that are precedent-setting with long-term impact.
  • Ability to gather, analyze, and evaluate facts and to prepare and present concise oral and written reports.
  • Ability to develop and implement sound and effective business information systems.
  • Ability to communicate clearly and effectively, both orally and in writing, in general and technical terms, at all levels within and outside the organization.
  • Ability to skillfully hire, develop, lead, motivate, performance manage, and coach a cross-section of technology professionals and managers.
DESIRABLE
  • Retail, airline, financial services or other high transaction industry experience.
  • Knowledge of the various industry and government strategies and standards in privacy and security, including Information Technology Infrastructure Library (ITIL), Control Objectives for Information and Related Technology (COBIT), International Organization for Standardization (ISO), U.S. National Institute for Standards and Technology (NIST) and others where applicable.
  • Professional certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA) or similar.
  • Master’s or other advanced degree
