Description: Directs the establishment and maintenance of accounting principles, practices, records, and procedures. Coordinates the development and implementation of operating and capital budgets, safeguards assets, and implements the financial policies and procedures for all JPS entities. Manages and provides oversight to the functions of general accounting, accounts payable, payroll, materials management, enrollment compliance, budgeting, decision support, reimbursement, investments, non-patient receivables, daily cash management, tax management, financial reporting, and PSA and general contract oversight. Coordinates operations with other hospital departments, medical staff, and other related entities. Coordinates the JPS PG and Partners consolidated financial statements and the audited financial statement process. Typical Duties:
*Budget Management –
Responsible for the preparation and development of the annual operating budget.
Monitors the long-term and short-term financial performance and financial position of JPS.
Analyzes opportunities for the optimization of reimbursement from third party payers and improving collection of revenues of non-patient receivables.
Reviews key financial and utilization discrepancies with senior management and other stakeholders.
*Financial Management –
Maintains a financial accounting system for timely and accurate recording, allocation, reporting, and monitoring of all JPS financial transactions.
Responsible for proper accounting and disbursement of funds owed to vendors.
Responsible for the timely and accurate filing of cost reports and other necessary information for Medicare and Medicaid.
Coordinates with the Tarrant County Assessors Office the collection of tax receipts and meets tax compliance requirements.
Ensures sound accounting practices are implemented in accordance with standards issued by FASB, GASB, Medicare, Medicaid, and other authoritative bodies.
Serves as an investment officer and assures investment practices are consistent with policy and Public Funds Investment Act requirements.
Directs and provides oversight to external auditors on completion of annual financial audits of JPS.
Establishes relations with banks and other financial institutions to maximize return on short-term cash and effectiveness of cash management activities.
Finance and JPS Operations/Policies –
Works with EVP/CFO to expand specialized expertise and implement best practice operating standards.
Oversees enrollment compliance for the Connections program.
Assists the compliance officer in the assessment, correction, implementation, and enforcement of fraud and abuse issues.
Maintains a record retention program in accordance with hospital and external third party requirements.
Customer Satisfaction/Communication –
Consistently makes frequent rounds to other hospital departments to communicate new policies and identify opportunities for improvement.
Effectively builds working partnerships with senior management and other key leaders to promote problem solving and implementation of organizational priorities.
Leadership –
Demonstrates strategic thinking and effectiveness by identifying future needs and problem areas, developing workable solutions, and following through on solutions.
Models adaptive behavior by demonstrating a proactive attitude and enthusiasm while exhibiting patience.
Demonstrates honesty, integrity, and a strong work ethic.
Takes immediate action upon the discovery of serious discrepancy situations.

Qualifications:
Required Education and Experience:
Bachelor’s degree in Accounting, Business Administration, or Finance with minimum of seven years management experience in a healthcare setting. Minimum of five years hospital finance administration experience. Master’s Degree Preferred.
Required Licensure/Certification/Specialized Training:
Current knowledge of GAAP, GASB and Federal, State and local laws and regulations and their implication and impact on the Network must be maintained.
Highly skilled in network-based, computer applications including, but not limited to, spreadsheets, data bases and word processing.
Licensure as a CPA.
