The Government Affairs Policy Director will be a key contributor to the Public Policy and Government Affairs team, which has responsibility for a wide range of issues.  Policy expert in one or more of the following areas: Pharmacy, Network or Commercial.  This position will have primary responsibility for evaluating regulatory developments with the potential to impact the enterprise and/or the industry, with specific emphasis on issues affecting Cigna's commercial business, including pharmaceutical, tax, and delivery system developments.  The Policy Director will be part of a corporate public policy and advocacy operation that offers opportunities to work on policy and advocacy projects within Cigna and externally with trade associations, regulators, outside counsel, and others.  
 
Evaluate regulatory developments throughout the Executive Branch but with a particular focus on the Departments of Health and Human Services, Labor, and the Treasury, to identify any activity of interest to or with a potential impact on Cigna
Analyze and disseminate information regarding regulatory activity of interest to Cigna
Develop plans to respond to regulatory activities, including working with key business colleagues to develop internal and/or external comment letters, coordinating with other interested stakeholders, and contributing to the development and execution of corporate strategic and advocacy plans
Identify opportunities to influence the regulatory process both for Cigna and as part of a group of similarly situated stakeholders
Interact with external partners, including trade associations and outside counsel, to develop effective strategies to influence the regulatory process
Contribute to the development of internal policies, especially based on current and historical industry practices and regulations
Establish productive and collaborative relationships with key personnel at relevant regulatory agencies
 
Qualifications
 
Bachelor’s degree required; Master’s or law degree preferred
Ten years’ experience in legislative or regulatory affairs and/or policy development in the health care or tax legislative, regulatory, or consulting environments
Strong analytic skills, including some quantitative skills
Strong organizational skills, detail-oriented, and ability to multi-task
Demonstrated ability to analyze, understand, and explain complex policy issues
Interest in learning about and working on policy issues for a large, multi-national insurer, including public and private health care programs
Experience working in a highly regulated industry and a deep appreciation for the impact of regulatory activity on business results
Proven, effective oral and written communication skills and interpersonal skills necessary to interact with a variety of Cigna employees, clients, and regulators
Strong team player with the ability to work both collaboratively and independently
Keen judgment and ability to manage competing priorities
Professional presence and proven ability to instill confidence and earn credibility with
