Trinity Metro has an immediate opening for a Director of Safety & Regulatory Compliance.  The incumbent performs a variety of complex duties ensuring the TRE, DART, and TEX Rail’s conventional railroad and facilities are maintained and operated in a safe and efficient manner in compliance with the specifications and regulations of the Federal Railroad Administration (FRA), Federal Transit Administration (FTA) and other governing agencies.  This position is distinguished by its responsibility for ensuring compliance with regulatory and contract requirements while directly supervising the System Safety and Compliance Inspector. Incumbent has direct oversight of the operations of contractors and agency employees, as well as administering and maintaining regional safety and emergency program initiatives.
This positions responsibilities include:
  • Monitors contractors’ compliance with all operations, maintenance, and management agreements and Regional System Safety Program Plan, Security Plans, Emergency Preparedness Plans, and all applicable governing agency regulations. Documents findings for use in safety audits.
  • Implements and administers system-wide hazard identification and leads corrective action efforts.
  • Assists with guiding contractors and agencies employees in adhering to regulatory processes and requirements. Assists with the research, study and analysis of safety issues, incidents, accidents, and emerging technologies and industry best practices. Performs site inspections related to the above duties.
  • Manages the implementation of Federally-mandated system safety program and passenger train emergency response plans, and is guided by these documents in carrying out duties.
  • Performs system safety audits and documents findings for use in quarterly and annual safety audit reports.
  • Pursues resolution and correction of system safety deficiencies.
  • Maintains safety databases, tracks relevant indicators and prepares periodic reports for management analysis.
  • Responds to and investigates emergencies, system failures, service disruptions, incidents, and accidents involving District operations and/or assets.
  • May coordinate with FRA, FTA, NTSB, local law enforcement and emergency responders.
  • Provides the development and implementation of safety programs, training and initiatives.
  • May conduct training for outside contractors, emergency responders, Agencies’ staff and others.
  • Works with agencies’ resources and service contractors to identify initiatives for improving service quality.
  • Assists with developing safety specifications of operations, construction, and maintenance contracts.
  • Maintains regular and punctual attendance.
Three years of professional experience in transportation, safety, communications, business, engineering, industrial or related field.
Three years of experience in supervisory experience in an industrial safety or transportation operation.
Must possess a valid Texas Driver’s license, have a five-year safe driving record and become qualified on the General Code of Operating Rules.
Bachelor’s degree in Public Administration, Finance or Business Administration from an accredited four year college or university. Master’s degree preferred.
