The City of Fort Worth Transportation and Public Works Department’s Capital Delivery Division is seeking a qualified professional to serve in an Engineering Manager role to lead the capital delivery teams support group as an integral element in the delivery of the City’s infrastructure projects that include: streets, traffic improvements, water lines, sewer lines, paving, drainage, streetlights, signals, bridges, and railroad crossings, among other infrastructure features.
The successful candidate is responsible to lead, manage and administer the key functional support areas (capital delivery process improvements including work instructions to complement the process, utility coordination, capital delivery communication, and document management) for the Capital Delivery Division as an integral resource to the program and project managers.
Candidates must be able to work within very tight time constraints and have strong interpersonal and leadership skills; the ability to work independently under the direction of the Capital Delivery Practice Lead of the Capital Delivery Division; possess good oral and written communication skills; and capability to lead meetings, discussion and collaboration initiatives.
Preferred candidates will possess the following knowledge:  
  • Understanding of capital delivery and the project management discipline from initiation to close-out.
  • Functional characteristics, services and activities of a support group to a larger operations organization, delivering a defined product to a diverse customer base.
  • Modern principles and practices of management, planning, and administration of a dedicated resource staff to achieve stated objectives.
  • Methods and techniques for facilitating and collaborating with multiple parties within an operation to achieve a consistent outcome.
  • Methods and techniques for leveraging automation to improve work process, tools and systems.
  • Principles of writing styles, editing and report preparation.
  • Principles of budget preparation and control.
  • Principles of organizational leadership associated with managing and leading a group of professionals.
  • Principles of supervision, training, coaching and mentoring of personnel.
  • Principles and techniques for developing group strategy, goals and objectives.
  • Understanding of the PMBOK, an industry-recognized project management standard
  • MS Project scheduling application software experience
  • Demonstrated proficiency in all project management disciplines (scope, schedule, budget, quality, risk, communication, etc.)
  • 7 – 10 years of increasing experience in engineering construction project manager experience.
  • Basic computer and associated equipment and typical office application software including Microsoft Outlook, Word, Excel, PowerPoint, etc.
  • Bachelor’s Degree from an accredited college or university with major course work in engineering or a related field
  • Five (5) years of increasing responsible engineering construction or project management experience
  • Two (2) years of administrative and supervisory responsibility.
  • Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment.
  • Possession of, or the ability to obtain, an appropriate, valid Texas Driver’s License.
