GENERAL SUMMARY:
Liaison between DART Legal attorneys, outside counsel, and assists Trial Board Arbitrators and Administrative Law Judges. Assists the Director of Office of Board Support in her role as Secretary to Administrative Law Judges, Trial Board, and Director of Office of Board Support as liaison. Coordinates Administrative Law Judge schedules, Trial Board, hearing dates, exhibits and correspondence from inception of each grievance/appeal forwarded to the Office of Board Support. Provides administrative support to the Office of Board Support; coordinates travel arrangements, travel requests, and travel advances. Creates and calculates expense reports for all DART board members.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Administrative Law Representative/Litigation. Docket case numbers for Administrative Law appeals/claims on contract dispute and participate in the judge selection, and in the absence of the Director, conduct Administrative Judge selection. Calendar and arrange conference calls between administrative federal law judge, DART Legal counsel, and opposing outside counsel, draft legal memorandums of conference for judge review and approval; calendar and; monitor case, trial, deadlines and hearing dates; maintain case files, including but not limited to indexes and organization of case file materials; handle sensitive or confidential matters; maintain direct contact with administrative law judge, act as the liaison between and a resource to DART Legal counsel and external outside counsel regarding administrative law hearings; prepare and docket files and prepare precise on-going notes on each file. Comptroller of all documents, exhibits, Rule 4 files and exchanges with all parties.
  2. Trial Board Representative. Review new grievances filed with the office of Trial Board by hourly employees for eligibility and jurisdiction; notify and discuss problems or potential issues with the Director of Board Support. Accept and docket eligible grievances and maintain ongoing precise notes on each file. Return ineligible grievances; coordinate outside American Association Arbitrators (AAA) when returned grievant appeals the Trial Board Secretarys decision. Coordinate, oversee, and manage the striking process to obtain hearing official for each case. Act as the liaison between Hearing Officials, DART Legal attorneys, the union representative, outside counsel, or individual representing him/herself; set and calendar hearing dates; contact and confirm hearing officials, prepare confirmation letters for hearings, notices to appear, postponements and/or cancellations. Act as the neutral party between all parties. Ability to demonstrate a fiduciary obligation to department, and
  3. Maintain Legal Files software data entry of all disciplinary and corrective actions against Hourly employees that have filed grievances with the Trial Board, through progressive steps until the final decision; maintain all handled material as sensitive and confidential.
  4. Transcribes, edits and proofs committee minutes as needed on Board Days. Act as logistics staff on Board Days as needed, or any other duties as needed and directed.
  5. Coordinates Board member and staff travel/hotel arrangements. Prepares itineraries and travel packages containing all pertinent documents related to flights, hotel itineraries, and conference materials. Prepares recurring payments, travel advance requests, and business expense reports.
  6. Performs other duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelors Degree from a college or university in Business Administration, Public Administration or related field.
  2. Five (5) years or more of progressively responsible executive-level administrative support experience in a legal or related environment in two (2) or more areas of law experience.
  3. Knowledge of Texas State Court system, Federal Rule of Procedures, and administrative proceedings.
  4. Must be able to type in order to compose memos, standard operating procedures and agendas for management review.
  5. Proficiency using a personal computer (PC) and software applications such as Windows, word processing, spreadsheet, scanning equipment and internet; typical office equipment such as copier, typewriter, calculator, facsimile, etc.
  6. Ability to prioritize multiple work objectives, develop work plans, establish schedules, obtain resources, monitor and finalize projects involving other employees. Anticipates and responds to changing priorities and problems.
  7. Ability to gather and interpret data for analyisis.
  8. Ability to effectively communicate with all levels, both inside and outside of DART.
  9. Ability to use resources effectively and efficiently; arranges information and files in a useful manner.
REPORTING RELATIONSHIP:
Reports to Director Board Support *
WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
