Position Purpose
Identifies the complex components of high-quality school leadership in supporting succession planning of internal/external candidates into Principal and Assistant Principal positions. Develops and maintains relationships with District leadership, Principals, and employees aspiring to become Principals. Recommends ongoing professional growth, and development of a fair and reliable evaluation process, to attract and maintain highly qualified leadership. Builds the foundation for Principal Quality Standards to become the core for hiring and promoting excellent leaders, and implementing a principal evaluation process for principal self-reflection, goal setting, and ongoing professional growth.


Essential Job Functions
Research and Program Development
  • Directs development of a common vision for Principal Quality with District leaders and staff, directs planning activities, and oversees implementation of programs in accordance with District goals and objectives, as well as with applicable laws.
  • Establishes performance objectives for Principal Quality using District data, the planning process, and involving District leadership.
  • Designs relevant and effective professional learning for Assistant Principals and Principals.
  • Differentiates professional learning tracks according to a Principal’s tenure and developmental needs.
  • Collaborates with FWISD departments and external partners to deliver professional learning.
 
Program Management
  • Directs the curriculum development and revision process for school leadership positions in accordance with the District's guidelines, and state and national stand
  • Directs the selection and adoption of instructional materials, textbooks, and media and software materials for developing District staff who aspire to become Assistant Principals and Principal
  • Directs, planning, and procuring of professional development programs and activities for Assistant Principals and Principals in the District, as well as their continuing education and professional growth.
  • Collaborates with administrators, principals, and classroom teachers to identify standard competencies to support Principal/AP success, and develop programs to incorporate practices and technology that help employees of differing abilities and interests to develop their skills in the Districts Principal Leadership Competencies.
  • Develops recruiting strategies to continuously attract strong candidates for principal openings.
  • Continuously refines the eligibility/selection process to effectively assess and identify high quality principal and assistant principal candidates
  • Directs development of succession planning processes toward formation of a Principal/AP talent pool to assist with identified needs for future selection processes.
  • Participates in interviews and other aspects of the principal selection process.
  • Liaises with relevant principal preparation programs to increase alignment with curriculum and demonstrated proficiency with the FWISD Principal Leadership Competencies.
  • Develops an induction program for newly appointed APs and Principals.
 
Campus Leadership
 
  • Makes recommendations on allocation of campus staff and resources.
  • Recommends initiatives for improving administrative efficiency and leadership effectiveness.
  • Conducts regular campus visits to observe current leadership practices with the Executive Directors of Elementary/Secondary School Leadership.
  • Collaborates on the development and administration of an annual survey of FWISD principals to assess job satisfaction, developmental needs, and opportunities for additional support.
  • Directs development of a formal career ladder for prospective and current principals, including opportunities for peer mentorship and advanced leadership experiences.
  • Collaborates with district staff (including Human Capital Management, Elementary Schools Leadership, Secondary Schools Leadership, and the Department of Innovation) to ensure support for Principals.
 
Policy, Reports, and Law
 
  • Ensures program compliance with District, State, and federal mandated content.
  • Compiles, maintains, and files all reports, records, and other documents as required.
  • Compiles and analyzes program- and system-level data to support decision-making related to principal placement, development, and retention strategies. Data may include participation and outcomes from program partners, workforce-related data, and so forth.
 
Budget and Inventory
 
  • Develops and administers the assigned budget based on documented needs and ensures that operations are cost-effective and funds are managed accordingly.
  • Coordinates the purchase of all supplies; initiates purchase orders and bids in accordance with budgetary limitations and District policies.
  • Procures and distributes program materials for all professional development training sessions.
 
Professional Development and Learning Community
 
  • May convene focus groups of department heads, teachers, principals, and other District leaders to determine needs and design relevant professional development activities.
  • Participates in the development, implementation, and monitoring of the long-range instructional goals of the District.
  • Stays abreast of similar professional development programs throughout the state and nation, incorporating into the local organization where appropriate.
 
Supervisory Responsibilities
 
  • May select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal.

Other Duties as Assigned

  • Knowledge of current teaching methods and educational pedagogy, as well as differentiated instruction based upon student learning styles.
  • Knowledge of school curriculum and concepts.
  • Knowledge of best practices in administration, program evaluation and staff supervision.
  • Knowledge of best practices of professional development programs and administration
  • Knowledge of the principles and practices of the development and delivery of professional development for adult learners.
  • Knowledge of current research and literature related to effective leadership.
  • Knowledge of data information systems, data analysis and the formulation of action plans
  • Knowledge of applicable federal and state laws regarding education, as well as district policies and procedures.
  • Skilled in organizational, public, and interpersonal relations.
  • Ability and willingness to collaborate with multiple stakeholders.
  • Ability to lead a team, manage multiple large projects, and meet aggressive deadlines.
  • Ability to create and deliver professional learning for principals, assistant principals, and other stakeholders.
  • Ability to use qualitative and quantitative data to make decisions about teaching and learning including student and teacher assessment.
  • Ability to use software to create spreadsheets, databases, and do word processing.
  • Ability to organize and coordinate work.
  • Ability to communicate effectively, with Principals/APs, District leaders, staff, community, and stakeholders.
  • Ability to engage in self-evaluation with regard to performance and professional growth.
  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
