Grants Manager - Hurricane Harvey Long Term Recovery

The American Red Cross is seeking an experienced Grants Manager to oversee grant funding as it relates to the Long Term Recovery for Hurricane Harvey. This position will be based out of the the Houston, TX area and is is expected to last approximately 6 months with a possible extension.
In addition to providing direct relief and recovery services and direct financial assistance to the survivors of Hurricane Harvey, the American Red Cross also will provide grants to nonprofits working in the Texas Gulf Coast Region to provide recovery services through a long-term recovery grants program.
The Grants Manager is responsible for supporting the establishment and implementation of a grants program for the Hurricane Harvey Recovery effort, ensuring achievement of objectives, quality control and all required applications, supporting documents and project reports.  This position reports to the Senior Director, Harvey Long-term Recovery, Disaster Cycle Services and will work with a team of local and NHQ designated staff.
Duties include:
  • Participate in developing strategic plans, goals, action plans, and program priorities.
  • Develop program guidelines and policies in collaboration with Harvey Long-term Recovery Grants staff team including field, funder and regional research as may be needed.
  • Provide logistical support for Grants Program Committee and any advisory committees that may be convened, including scheduling, communications, agenda/material preparation, and informal minutes.
  • Provide liaison with IT and the Recovery Grants team to translate the guidelines, eligibility and review criteria into the GMIS online application and reporting system.
  • Lead the development and implementation of the outreach and technical assistance program to recruit qualified applicant organizations and high quality competitive applications.
  • Manage program grants compliance, including planning, developing processes, supervision, quality control and compliance, and reporting.
  • Support management team in developing data models to assess and support monitoring and evaluation including metrics and deliverables.
  • Support NHQ and field personnel with compliance issues and tasks.
  • Provide technical assistance to grantees; conduct site visits and quarterly report reviews.
  • Develop and prepare reports for internal and external stakeholders.
  • Prepare after action reports.
Qualifications: Bachelor’s degree or higher, preferably in Social Science (Psychology, Sociology, Economics, Urban Studies, Education, etc.).  Master’s degree preferred.  5 – 7 years experience in a nonprofit or government setting a must.  Additional experience in grantmaking or financial assistance processing, partner-agency relations, government relations, community development, housing and/or disaster response/recovery preferable. 
Management Experience:  At least 1-3 years experience as supervisor or manager of staff engaged in direct client contact in an outcomes-based social-services environment. 
Skills and Abilities:  Experience with a grants database, preferably Salesforce, is preferred.  Experience with online communications including webinars, Constant Contact, social media, etc. is also helpful. Excellent interpersonal, verbal, written communication, and data analysis skills.  Ability to work independently, handle and prioritize multiple tasks.  Ability to manage programs.  Ability to assess client need and provide services equitably and consistently.  Identifies and resolves problems and/or develops alternative solutions.  Exhibits sound and accurate judgment.
