Summary - Provides recruiting leadership, support, advocacy and vision to staff and hiring managers across several states.  Develops a recruiting strategy to attract qualified associates most effectively.  Implements and manages recruitment processes and employment programs. Ensures recruiting processes align with current and future workforce needs. Develops the most effective, economical and appropriate recruiting channels and methods. Maintains good relationships with internal and external customers.  Manages subordinate staff. Ensures project and/or department milestones/goals are met and adheres to approved budgets.
 
Essential Functions
Responsibilities include but are not limited to:
  • Develops and establishes strategies, processes, tactics and procedures for recruiting, onboarding, andoffboarding
  • Works closely with the HR team to share best practices and provide assistance on critical needs
  • Serves as lead for reporting employment metrics, affirmative action reporting, recruiting forecast, and strategies
  • Manages and maintains applicant tracking and onboarding systems
  • Manages the development, implementation, and evaluation of recruiting practices and procedures
  • Serves as the primary point of contact for Human Resources regarding vendor issues, contract negotiation, and maintenance as it pertains to talent acquisition
  • Coordinates, creates, and develops recruiting resources and tools to attract top talent.
  • Ensures compliance is met in minority and female utilization (EEO-1, VETS, etc.).
  • Updates and administers annual Affirmative Action Plans
  • Educates all managers on the OFCCP 16 Required Action Steps to ensure construction contract compliance.

Education and Experience
  • Bachelor’s Degree required
  • Senior Certified Professional (SHRM-SCP) credential, SPHR or recruiting credential desired
  • Five years of recruiting experience required; two years in a leadership role
  • Bilingual English / Spanish Preferred
