The City of Fort Worth Water Department is seeking an energetic and knowledgeable Training and Development Specialist to join our Organizational Development Team. The Training and Development Specialist will be responsible for the development, implementation, and management of a department wide formal training program. This includes assessing training needs, identifying training gaps, designing training programs, and evaluating the effectiveness of the training program. This position will provide minimal classroom training; rather it will analyze department-wide developmental needs to drive training initiatives, and identify and enact suitable training solutions for employees.
Training and Development Specialist Key Responsibilities:                                                                                   
  • Communicate/coordinate with division leaders, supervisory staff, and departmental trainers across the organization to assess current employee training programs and needs, identify gaps in training, and develop an annual training plan to meet training needs.
  • Design effective training programs and map out development plans for teams and individuals, which could include seminars, workshops and individual training sessions that will aid in the development of staff and operational efficiencies.
  • Research internal and external resources for courses, literature and materials to be incorporated into the utility wide training program.
  • Work closely with senior administration to identify, manage and coordinate training initiatives and projects that improve efficiency and drive continuous improvement across the organization in support of the business strategic and operational plans.
  • Manage the scheduling of training sessions and maintain the Learning Management System (LMS) Program.
  • Develop and deploy organizational culture change initiatives.
  • Aide in succession planning strategy development.
  • Assist in conducting evaluations to identify areas of improvement with onboarding new employees, programs, and processes.
  • Serve as the central hub or focal point for department wide training data collection and reporting.
Ideal Skills & Experience
  • Employee training and development program design, implementation, coordination and management.
  • Strong leadership and communication skills.
  • Team building facilitation.
  • Strong interpersonal, writing and presentation skills.
  • Applied knowledge of instructional design methodology and adult learning theory.
  • Proficient use of Microsoft Office applications. 
  • Five or more years of experience in the design of organizational training and development programs.  
Job Requirements:
  • Bachelor’s degree in Human Resources, Psychology, Training & Development, Adult Education, Instructional Design or a related field.
  • At least two years of experience in the design of organizational training and development programs.
