Description: The Senior Vice President Finance will be responsible for the establishment and maintenance of accounting principles, practices, records, procedures and financial strategic plan for JPS Health Network. This position will be the strategic and tactical leader for financial initiatives across JPS Health Network and will coordinates the development and implementation of operating and capital budgets, safeguards assets, and implement the financial policies and procedures for all JPS entities. The Senior Vice President Finance provides leadership to the functions of general accounting, accounts payable, payroll, materials management, enrollment compliance, budgeting, decision support, reimbursement, investments, non-patient receivables, daily cash management, tax management, financial reporting, and PSA and general contract oversight. This position will coordinate operations with other hospital departments, medical staff, and other related entities. Coordinates the JPS PG and Partners consolidated financial statements and the audited financial statement process. Typical Duties:
  1. Responsible for the preparation and development of the annual operating budget (includes statistical, FTE, expense, revenue, capital, and cash budgets) and related budgeted financial statements consistent with JPS budget guidelines.
  2. Monitors the long-term and short-term financial performance and financial position of JPS to identify variances and key trends that affect financial viability. Facilitates early recognition of changes in financial circumstances so that timely operating adjustments can be made when necessary.
  3. Responsible and leads efforts for maintaining a financial accounting system for timely and accurate recording, allocation, reporting, and monitoring of all JPS financial transactions in the general ledger system.
  4. Responsible for the proper accounting and disbursement of funds (payments) owed to vendors for goods or services. Assures that proper protocol exist for authorization of such transactions in regards to district policy, dollar limits, budget requirements, internal control, and other criteria.
  5. Coordinates with the Tarrant County Assessor’s Office the collection of tax receipts and meets tax compliance requirements.
  6. Responsible for ensuring that sound accounting practices are implemented within JPS in accordance with standards issued by FASB, GASB, Medicare, Medicaid, and other authoritative bodies.
  7. Responsible for serving as an investment officer and assuring investment practices are consistent with the investment policy and Public Funds Investment Act requirements.
  8. Oversees enrollment compliance for the Connections program.
  9. Provides oversight to PSA agreements and contract requests and compliance.
  10. Assists the compliance officer in the assessment, correction, implementation, and enforcement of fraud and abuse issues related to the JPS corporate compliance program.
  11. Maintains a record retention program in accordance with hospital and external third party requirements. Consistently is attentive to record keeping and documentation of accounting activity and any other record maintenance requirements.
  12. Communicates directly with external auditors, third party payors and other external entities in regards to financial matters and/or new processing procedures.
  13. Works collaboratively with senior management to establish and meet objectives related to financial performance, financial position, and operating standards for JPS entities and finance division operating units
