Fiscal Specialist - Capital Delivery Business Support

The City of Fort Worth Transportation and Public Works Department is seeking to hire a qualified individual to fill a fiscal business support position in the Capital Delivery Business Support Division.  The Transportation and Public Works Department is a fast paced and rewarding department that is responsible for a wide array of services to the citizens of Fort Worth including: managing City roadways, drainage structures, street lights, street signs, pavement markings, traffic signals, and the delivery of infrastructure related capital projects.  The Department is comprised of 486 staff members, has an annual operating budget of $106 million and an annual capital program of $89 million.
This position will be responsible for the fiscal duties to ensure timely execution of vendor payments for goods and services received, reconciliation and processing of construction progress payments, 3rd party inspection invoices, or other capital project related invoices that are being received.  This position will also be expected to participate in supporting capital project delivery team to insure accurate and timely fiscal functions and reporting.  The fiscal position works closely with project managers and other fiscal business support staff providing highly complex business management support.  Preferred candidates will have accounting experience supporting Capital Delivery in the following areas:
  • Strong fiscal background with Capital Project/Construction related experience.
  • Attention to detail, accurate and concise.
  • Accounts Payable and Purchasing.
  • Capital purchasing policies and procedures.
  • Contract and Grant compliance processes and procedures.
  • Budget and General Ledger entry and reconciliations.
  • Ability to analyze and resolve complex issues.
  • Be able to interpret capital project budget to actual reports for Project Managers.
  • Familiar with PeopleSoft applications or similar financial suites (Lawson, JD Edwards, Oracle, SAP).
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Research and gather data on complex issues.
  • Provide quality customer service.
Additional characteristics of preferred candidates:
  • Application and knowledge of Lean principals.
  • Advanced Microsoft Office Suite (Word, Excel, PowerPoint, and Access).
  • Exceptional collaboration and communication skills.
  • Ability to build and maintain a high level of trust and effective relationships.
Requires Qualifications:
  • Associate’s Degree from an accredited college or university with course work in Public Administration, Business Management/Administration or related field.
  • Four (4) years of clerical and administrative experience.
