The City of Fort Worth Water Department (the utility) is seeking an Environmental Health and Safety Manager professional to develop and manage a comprehensive program focused on improving safety and environmental health compliance across the utility. This position will recommend and implement employee and workplace safety and environmental programs that ensure compliance with all federal, state and local laws, regulations and standards. This position will play a lead role in the development of strategic safety programs utility wide as well as environmental compliance at the utility’s water and wastewater treatment plant facilities.
The Manager reports to the Assistant Director of Management Services and supervises two Training Specialist.  In addition to the assigned staff, this position will provide indirect supervision of, and provide direct technical guidance and direction for, safety staff across the utility including Training Specialists, Quality Improvement Specialists, Sr. Environmental Specialists, and Engineers. The Manager will be responsible for anticipating safety challenges and exploring opportunities for improvement, mitigating against hazards and unsafe conditions or work practices, designating relevant key operational safety metrics and developing programs and systems to positively influence trends, and promoting a utility-wide safety-centric culture with an emphasis on accountability, efficiency, productivity and positive outcomes. This position will provide innovative leadership to employees, supervisors and managers on all matters of safety and environmental health.
 
The Environmental Health and Safety Manager is expected to:
  • Serve as the utility’s liaison to the Human Resources Department - Risk Management Division of the City of Fort Worth, as well as other departments and outside agencies. Negotiate and resolve sensitive and controversial safety/environmental health issues.
  • Ensure that all accident reports are recorded and reported in a timely, complete and accurate manner.
  • Develop, implement and manage departmental goals, objectives, policies and priorities related to occupational safety and environmental health; determine which topics require written procedures and direct their development.
  • Plan, develop, and implement workplace safety programs that minimize injuries, illnesses, accidents, and financial losses including promotion and adoption of best safety practices to personnel across the utility.
  • Research, review and interpret regulations and policies with utility-wide application and serve as an expert resource for management on safety and environmental health processes, policies and regulations.
  • Audit, evaluate, and make recommendations regarding the efficiency, effectiveness and quality of safety practices and loss prevention programs throughout the utility by surveying environmental, operational, and occupational conditions. Lead continuous improvement initiatives relating to the environmental health and safety programs.
  • Track and analyze accident reports and other technical data for trends related to hazards, events, and occurrences and provide strategic utility-wide recommendations to mitigate future losses. Take lead role in the utility’s Accident Review Board (ARB), evaluating findings and recommendations and providing feedback to managers to ensure that corrective actions are implemented throughout the utility. Identify key operational metrics and develop a utility-wide program to positively influence trends.
  • Ensure compliance with federal regulations and comprehensive safety and environmental programs including the Risk Management Program (RMP), Accidental Release Prevention Plan (ARPP), off-site consequence analyses, vulnerability assessments, chemical hygiene plans, and Process Safety Management (PSM) approaches for managing hazards that could result from releases of regulated quantities of toxic chemicals utilized at treatment and storage facilities.
  • Create and maintain a formal system for job hazard analysis (JHA) of utility personnel. Maintain a digital library of completed JHAs.
  • Visit active job sites and conduct safety audits relating to personnel, equipment and materials to identify hazards. Work with management staff to identify ways in which the work of the utility can safely proceed after a hazard has been identified.
  • Coordinate with the Training Program Coordinator to implement formal and informal safety training programs specific to the needs of the various divisions of the utility and establish professional development programs for all utility safety personnel. Maintain a digital library of completed programs, lesson plans, and training curricula.
 
Minimum requirements include:
  • Bachelor’s degree from an accredited college or university with major course work in environmental science, chemistry, biology or a related field and five years of increasingly responsible environmental management experience, including two years of administrative and supervisory responsibility.
  • Possession of, or ability to obtain, an appropriate, valid registration as a Certified Environmental Professional.
  • Valid Texas driver's license.
 
Preferred experience includes:
  • Industry recognized EHS credentials such as a Certified Safety Professional (CSP), Registered Environmental Manager (REM) and/or Certified Hazardous Materials Manager (CHMM)
  • Knowledge of principles and practices of program development and administration.
  • Knowledge of pertinent federal, state and local laws, codes, ordinances, permit requirements, standards and regulations.
  • Knowledge of operational characteristics, services and activities of an effective safety program and environmental management program.
  • Knowledge of pertinent safety principles and practices.
  • Experience in methods and techniques used to determine appropriate and efficient methods to abate environmental conditions.
  • Experience in conducting inspections, investigations and studies.
